TESDA Region 8 Office

Situated in Tacloban City, Leyte, is the TESDA Region 8 Office, with its official Facebook page, “TESDA Region VIII.” This office is one of the agency’s regional offices located around the country.

TESDA Region 8 serves the people residing in the Eastern Visayas Region, which is composed of six provinces: Biliran, Leyte, Southern Leyte, Samar, Northern Samar, and Eastern Samar. It offers language courses, technical and vocational training, scholarships, and many other programs.

Cities/Provinces Under TESDA Region 8

TESDA Region 8 covers the provinces of Biliran, Leyte, Southern Leyte, Samar, Northern Samar, and Eastern Samar in the Eastern Visayas Region. It also includes the cities of Ormoc, Maasin, and Tacloban City — where TESDA’s regional office is located.

Furthermore, the agency operates provincial offices in these areas: Naval, Biliran; Borongan City, Eastern Samar; Tacloban City, Leyte; Catarman, Northern Samar; Catbalogan, Samar; and Maasin City, Southern Leyte.

Programs and Services

TESDA Region 8 provides Technical Vocational Education and Training (TVET) programs, which are carried out through four modalities: enterprise-based, community-based, school-based, and center-based.

Enterprise Based Programs

Enterprise-based programs are held within companies or firms, particularly through three main types: Learnership Program, Dual Training System, and Apprenticeship Program.

Covering a period of three months or less, the Learnership Program is an on-the-job training (OJT) type of program that TESDA’s trainees could apply for. The Dual Training System, on the other hand, offers technology-based training and education, conducted in two venues: the school/training center, and the company/firm.

Meanwhile, the Apprenticeship Program is a training and employment program involving a contract between an employer and his/her apprentice. It usually lasts for four to six months.

Community Based Programs

As the term implies, community-based programs are designed to train learners based in the same community, with the aim of establishing livelihood enterprises that will be operated by the trainees themselves. These programs are typically designed for the poor, marginalized, and vulnerable communities. Notably, local government units (LGUs), non-government organizations (NGOs), and other partners are also involved in these programs.

School Based Programs

TESDA’s school-based programs focus on the delivery of TVET programs, including post-secondary courses not exceeding three years. In Region 8, TESDA’s partner schools or institutions include the following:

  • Arteche National Agricultural School (ANAS) in Arteche, Eastern Samar;
  • Balicuatro College of Arts & Trades (BCAT) in Allen, Northern Samar;
  • Balangiga National Agricultural School (BNAS) in Balangiga, Eastern Samar;
  • Cabucgayan National School of Arts & Trades (CNSAT) in Cabucgayan, Biliran;
  • Calubian National Vocational School (CNVS) in Calubian, Leyte;
  • Las Navas Agro-Industrial School (LNAIS) in Las Navas, Northern Samar; and
  • Samar National School of Arts & Trades (SNSAT) in Taft, Eastern Samar.

Center Based Programs

Center-based programs are held in TESDA’s training centers in the region. The agency’s regional and provincial training centers in Region 8 are based in these areas:

To help make sure that TESDA learners are able to perform skills that meet industry standards, they undergo assessment and certification conducted by the agency’s competency assessors. This evaluation system is called the Philippine TVET Competency Assessment and Certification System (PTCACS).

After passing the assessment, learners achieve certification and become part of TESDA’s Registry of Certified Workers, a pool of certified workers for different types of jobs in the country.
