Notably, the acronym BARMM stands for “Bangsamoro Autonomous Region in Muslim Mindanao,” whereas “MBHTE-TESD” means “Ministry of Basic, Higher, and Technical Education – Technical Education and Skills Development.” This office provides technical and vocational training, language courses, scholarships, and other services to the people based in the region.

Cities/Provinces Under TESDA BARMM Regional Office

The TESDA BARMM Regional Office covers five provinces: Basilan, Lanao del Sur, Maguindanao del Norte, Maguindao del Sur, and Tawi-Tawi. This area also includes three cities: Lamitan City, Marawi City, and Cotabato City.

The regional office is based in Sultan Kudarat, Maguindanao. In addition, there are provincial offices located in Basilan, Lanao del Sur, Maguindanao, Sulu, Tawi-Tawi, and Cotabato City.

Programs and Services

Like other TESDA regional offices across the country, TESDA BARMM provides Filipino learners with Technical Vocational Education and Training (TVET) programs. These are carried out through four modalities: school-based, center-based, enterprise-based, and community-based.

School Based Programs

There are TESDA-administered schools or educational institutions in different parts of the region, offering TVET programs as well as post-secondary courses not exceeding three years.

Center Based Programs

Aside from schools, TESDA has training centers where many of its TVET programs are conducted. In the BARMM Region, here are the locations of the agency’s regional and provincial training centers:

Community Based Programs

Community-based programs are those that are designed for the poor, vulnerable, and marginalized sectors. These include those who are not able to afford or access formal training programs.

These programs are usually implemented together with the local government units (LGUs), non-government organizations (NGOs), and other stakeholders providing support to the community. In addition to providing training, the programs include the creation of livelihood enterprises that will be managed by community members.

Enterprise Based Programs

Enterprise-based programs are typically held in companies or firms. These programs fall under three types: Learnership Program, Dual Training System, and Apprenticeship Program.

Spanning a three-month period or less, the Learnership Program is an on-the-job training (OJT) type of program. On the other hand, the Dual Training System focuses on providing technology-based training and education. It is conducted in two venues: the school/trainig center, and the company/firm.

As for the Apprenticeship Program, this involves an agreement between an employer and apprentice. It covers a period of four to six months.

Language Skills Institutes

Other than schools and training centers, TESDA also has Language Skills Institutes (LSIs), where Filipinos who are seeking overseas employment can learn the language and culture of their target country. At present, these institutions offer language courses on English, Spanish, Japanese, Mandaring, and Korean.

Assessment and Certification

After the training program, TESDA learners undergo evaluation conducted by competency assessors, to help make sure that the learners’ skills comply with industry standards. This evaluation system is known as the Philippine TVET Competency Assessment and Certification System (PTCACS).

When a learner passes the evaluation, he/she receives a certificate and becomes part of TESDA’s Registry of Certified Workers. This registry is composed of certified workers that are eligible for various jobs across the country, or even abroad.
