The TESDA Region 3 office is located in San Fernando City, Pampanga, with “TESDA III Central Luzon (facebook.com/RIIICentralLuzon) as their official Facebook page. This office is one of several regional offices situated across the country.
This office provides services to Filipinos residing in seven provinces, namely: Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, and Tarlac, and Zambales. These services include technical and vocational training, language courses, scholarships, and many more!

Cities/Provinces Under TESDA Region 3
TESDA Region 3 covers the seven provinces of Central Luzon (i.e. Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales) and several cities, including Angeles, Olongapo, San Fernando, and San Jose del Monte.
The TESDA Region 3 office is based in the regional center (San Fernando City, Pampanga). Furthermore, there are TESDA Provincial Offices in these locations: Baler, Aurora; Balanga City, Bataan; Guiguinto, Bulacan; Cabanatuan City, Nueva Ecija; San Fernando City, Pampanga; Tarlac City, Tarlac; and Iba, Zambales.
Programs and Services
Like other regional offices across the Philippines, TESDA Region 3 provides Technical Vocational Education and Training (TVET) programs to Filipino workers/trainees. These programs are carried out through four training modalities: community based, enterprise-based, school-based, and center-based.
Community Based Programs
Community-based programs are specifically designed for the poor and marginalized sector. These include learners who cannot afford and/or are unable to access formal training programs.
The great thing about community-based programs is that they also seek to establish livelihood enterprises, which will be operated by the learners themselves. What’s more, these programs actively engage the participation of local government units (LGUs), non-government organizations (NGOs), and other stakeholders in helping communities.
Enterprise Based Programs
These programs are conducted within companies or firms, particularly through three (3) main types of programs: Dual Training System, Apprenticeship Program, and Learnership Program,
As the name implies, the Dual Training System is done in two venues: the school/training center, and the company/firm. Meanwhile, the Apprenticeship Program, which lasts for about four to six (4-6) months — is based on a contract between an employer and apprentice.
With regard to the Learnership Program, this is an on-the-job training (OJT) type of program that is usually held within three (3) months or less.
School Based Programs
TESDA’s school-based programs, which include post-secondary courses not exceeding three (3) years, are carried out in TESDA-administered schools.
In Region 3, the schools/institutions that offer TESDA courses are:
- Concepcion Vocational School (CVS) in Concepcion, Tarlac; and
- Gonzalo Puyat School of Arts and Trades (GPSAT) in San Luis, Pampanga.

Center-based programs are held in TESDA’s regional as well as provincial training centers. In Region 3, these training centers are located in the following places:

Language Skills Institutes
Aside from offering TVET programs, TESDA provides language courses to those who would like to work overseas. These courses are held in TESDA’s Language Skills Institutes (LSIs), where they are taught the basic language and workplace communication skills in their target countries. Some of the languages taught in these institutes are English, Spanish, Mandarin, Japanese, and Korean.
The LSIs in Region 3 are based in these locations:
- TESDA LSI – Cabanatuan Provincial Capitol, Nueva Ecija; and
- TESDA LSI – Southern Isabela College of Arts and Trades (SICAT), Santiago, Isabela.
Korea-Philippines IT Training Center
The Korea-Philippines Information Technology Training Center (KPITTC) is a grant-assisted project from the Government of the Republic of Korea. There are currently three such centers in the Philippines, including one in Guiguinto, Bulacan. The other centers are based in Quezon City and Davao City, respectively.

Assessment and Certification
After completing a course, learners undergo assessment and certification through the Philippine TVET Competency Assessment and Certification System (PTCACS), to make sure that they are able to perform skills that meet industry standards.
Competency assessors in TESDA’s accredited assessment centers conduct the evaluation. Upon passing the evaluation and getting certified, the learners/workers are included in TESDA’s Registry of Certified Workers, a of certified workers for various jobs nationwide.
