TESDA CAR Regional Office

The TESDA CAR Regional Office is one of the agency’s regional offices, which are situated across the Philippines. The office is located in Baguio City, Benguet, with “TESDA – Cordillera Administrative Region” as its official Facebook page.

The office provides scholarships, technical and vocational training programs, language courses, and other services to people residing in the region. This includes the six provinces of Abra, Apayao, Benguet, Ifugao, Kalinga, and Mountain Province.

Cities/Provinces Under TESDA CAR Regional Office

The office covers the Cordillera Administrative Region (CAR), which is composed of Abra, Apayao, Benguet, Ifugao, Kalinga, and Mountain province. It also includes the cities of Baguio in Benguet, and Tabuk City in Kalinga.

The TESDA CAR Regional Office is located in Baguio City, a highly urbanized city and the largest city in the region. The agency also operates six provincial offices, which are situated in these areas: Pidigan, Abra; Luna, Apayao; La Trinidad, Benguet; Lagawe, Ifugao; Tabuk City, Kalinga; and Bontoc, Mountain Province

Programs and Services

Like other regional offices around the country, TESDA CAR offers Technical Vocational Education and Training (TVET) programs. These are available through four training modalities: center-based, enterprise-based, community-based, and school-based.

Center Based Programs

Center-based programs are held in TESDA’s regional and provincial training centers nationwide. In the CAR Region, the agency’s training centers are located in these places:

Community Based Programs

For people who cannot afford or are usually unable to access formal training programs, TESDA conducts community-based programs, which are designed for the poor, marginalized, or vulnerable sectors.

These programs typically involve capacity building and creating livelihood enterprises, to be managed by the TESDA trainees. Local government units (LGUs), non-government organizations (NGOs), and other partners also take part, to help empower communities.

Enterprise Based Programs

These refer to programs carried out within companies or firms. They come in three main types: Apprenticeship Program, Learnership Program, and Dual Training System.

Held over a period of four to six months, the Apprenticeship Program is a training and employment program. It is based on a contract between an employer and apprentice.

On the other hand, the Learnership Program usually lasts for three months or less; it is an on-the-job training (OJT) type of program. Meanwhile, the Dual Training System offers technology-based training and education. It is facilitated in two venues, within a school or training center, and within a company or firm.

School Based Programs

Across the Philippines, TESDA has partnered with numerous schools and institutions in conducting TVET programs. These include post-secondary courses that do not exceed three years.

In the CAR Region, TESDA’s programs are carried out at the Cordillera State Institute of Technical Education (CSITE) / Baguio City School of Arts & Trades (BCSAT) in Baguio City.

Language Skills Institutes

English, Mandarin, Spanish, Italian, Japanese, and Korean are just some of the languages taught by TESDA through its Language Skills Institutes (LSIs). Language and workplace communication courses are available to those who are planning to work overseas.

In the CAR Region, language courses are offered in the following TESDA LSIs:

  • TESDA LSI – Provincial Training Center – Tabuk, Kalinga.

Assessment and Certification

To help ensure that trainees are able to meet the industry standards related to their course, their skills are put to the test. TESDA conducts assessment and certification of the trainees using the Philippine TVET Competency Assessment and Certification System (PTCACS).

After finishing a course, trainees undergo evaluation, which is conducted in TESDA’s accredited assessment centers by competency assessors. Upon passing the assessment, they are given a certificate; in addition, they become part of the agency’s Registry of Certified Workers. This is basically a pool of certified workers that may be tapped and get hired for various jobs in the Philippines.

TESDA NIR Region Office (Negros Island Region)

Since the Negros Island Region (NIR) is still relatively new, it has yet to have an officially designated TESDA regional office. As of this writing, however, TESDA has three provincial offices in the region: Negros Oriental, Negros Occidental, and Siquijor, respectively.

Through these offices, the agency provides various programs and services, including scholarships, technical and vocational training programs, and language courses.

Cities/Provinces Under TESDA NIR Region

TESDA NIR Region covers the three provinces of the Negros Island Region: Negros Occidental, Negros Oriental, and Siquijor. It also includes the region’s major cities, such as Bacolod and Dumaguete.

Programs and Services

Among the programs offered by TESDA NIR Region are Technical Vocational Education and Training (TVET) programs, which are implemented through four modalities: school-based, center-based, enterprise-based, and community-based.
