TESDA Region 2

The TESDA Region 2 office is situated in Tuguegarao City, Cagayan, with their official Facebook page, “TESDA Region II.”

This TESDA office provides technical and vocational training, language courses, and scholarships, along with other programs and services. TESDA Region 2 provides services to Filipinos residing in the provinces of Batanes, Cagayan, Isabela, Nueva Vizcaya, and Quirino.

Cities/Provinces Under TESDA Region 2

TESDA Region 2 serves the five provinces of Cagayan Valley Region: Batanes, Cagayan, Isabela, Nueva Vizcaya, and Quirino. It also covers four cities: Cauayan, Ilagan, Santiago, and Tuguegarao.

The office is located in Tuguegarao City, Cagayan. This happens to be the largest city and regional center of Cagayan Valley.

In addition, TESDA operates several Provincial Offices in the region: Basco, Batanes; Tuguegarao City, Cagayan; Ilagan City, Isabela; Bayombong, Nueva Vizcaya; and Cabarroguis, Quirino.

Programs and Services

TESDA Region 2 provides many Technical Vocational Education and Training (TVET) programs, which are delivered through four modalities: center-based, enterprise-based, and community-based, and school-based.

Center Based Programs

Center-based programs are conducted in the Regional and Provincial Training Centers of TESDA. In Region 2, the authority’s training centers can be found in these locations:

Community Based Programs

For Filipinos who cannot afford or are not able to access formal training programs, TESDA offers community-based programs, which cater to the poor and marginalized sectors.

Other than providing training, community-based programs aim to establish livelihood enterprises, to be managed by the trainees themselves. Likewise, these programs actively engage the participation of local government units (LGUs), non-government organizations (NGOs), and other partners in helping communities.

Enterprise Based Programs

Enterprise-based training programs are conducted in companies or firms that have partnered with TESDA. There are three types of enterprise-based training programs, namely: Learnership Program, Dual Training System, and Apprenticeship Program.

The Learnership Program is an on-the-job training (OJT) type of program; it typically lasts for three (3) months or less. Meanwhile, the Dual Training System is conducted in two venues (the school or training center, and the company or firm). It focuses on providing learners with technology-based training and education.

As for the Apprenticeship Program, this typically involves a contract between an employer and his/her apprentice. Under this program, the apprentice undergoes training for four (4) to six (6) months.

School Based Programs

School-based programs are carried out through TESDA-administered schools. These programs include post-secondary courses of varying duration; they do not exceed three (3) years).

In Region 2, the schools/institutions providing TESDA courses are:

  • Aparri Polytechnic Institute (API) in Aparri, Cagayan;
  • Isabela School of Arts and Trades (ISAT) in Ilagan, Isabela;
  • Lasam Institute of Technology (LIT) in Lasam, Cagayan;
  • Nueva Vizcaya Polytechnic Institute (NVPI) in Kasibu, Nueva Vizcaya; and
  • Southern Isabela College of Arts and Trades (SICAT) in Santiago City, Isabela.

Language Skills Institutes

As the name implies, TESDA’s Language Skills Institutes (LSIs) provide language programs, especially for learners who intend to work abroad. Aside from offering language courses, LSIs also provide training on workplace communication in the learners’ target country. At present, these institutes conduct training on English, Mandarin, Japanese, Korean, and Spanish languages.

The LSIs in Region 2 include the following institutions:

  • TESDA LSI – Regional Training Center in Tuguegarao, Cagayan; and
  • TESDA LSI – Southern Isabela College of Arts and Trades (SICAT) in Santiago City, Isabela.

Assessment and Certification

To make sure that learners/trainees are able to perform skills that meet industry standards, TESDA carries out assessment and certification through the Philippine TVET Competency Assessment and Certification System or PTCACS.

Learners’ evaluations are done by competence assessors in TESDA-accredited assessment centers. Upon passing the evaluation and getting certified, learners are included in the authority’s Registry of Certified Workers. This serves as a pool of certified workers for different occupations, nationwide.

TESDA Region 1 Office

TESDA Region 1

TESDA Region 1 office provides a wide range of training courses and other services for Filipinos in the Ilocos Region. It is located at San Fernando City, La Union, with their official Facebook page, “TESDAOne.” The office is one of several regional offices situated across the country.

This regional office provides services to Filipinos based in the provinces of La Union, Ilocos Norte, Ilocos Sur, and Pangasinan. You can avail of services like technical and vocational training programs, scholarships, language courses, and many more.

Cities/Provinces Under TESDA Region 1

TESDA Region 1 covers the four provinces of Ilocos Region, namely: Ilocos Norte, Ilocos Sur, La Union, and Pangasinan. It also includes one independent city, Dagupan City, which is geographically located in Pangasinan province.

The regional center of Ilocos Region is San Fernando in La Union, where the TESDA Region 1 – Regional Office is located. There also TESDA Provincial Offices based in the following locations: Laoag City, Ilocos Norte; Vigan City, Ilocos Sur; San Fernando City, La Union; and Lingayen, Pangasinan.

Programs and Services

TESDA Region 1 offers Technical Vocational Education and Training (TVET) programs through four training modalities: school-based, center-based, enterprise-based, and community-based.

School Based Programs

As the name says, school-based programs involve the delivery of TVET programs through TESDA-administered schools. These programs include post-secondary courses of varying duration, not exceeding three (3) years).

  • Bangui Institute of Technology (BIT) in Bangui, Ilocos Norte;
    Luciano Milan Memorial School of Arts and Trades (LMMSAT) in Asingan, Pangasinan;
  • Marcos Agro-Industrial School (MAIS) in Marcos, Ilocos Norte;
  • Pangasinan School of Arts and Trades (PSAT) in Lingayen, Pangasinan; and
  • Pangasinan Technological Institute (PTI) in Binmaley, Pangasinan.

Community Based Programs

TESDA’s community-based programs are designed for the poor and marginal groups; these include people who cannot afford and/or are not able to access formal training programs.

Aside from providing training, these programs aim to help create livelihood enterprises that will be managed by the trainees. Similarly, the programs seek to engage local government units (LGUs), non-government organizations, and other stakeholders in helping the poor and marginalized sectors.

Assessment and Certification
