In a bid to deliver technical-vocational education and training (TVET) more efficiently, the Technical Education and Skills Development Authority (TESDA) has developed the TESDA Online Program (TOP)—a web-based platform that offers courses to Filipinos who want to learn new skills but don’t have the time to go for face-to-face classes.

The TESDA Online Program (TOP) originally offers a free web-based learning platform for modular technical-vocational courses accessible via the TOP website: https://e-tesda.gov.ph/. It was especially designed to help Filipinos upgrade their skills while enjoying a good digital learning experience.

It was further improved with the creation of the TOP mobile app (available on Google Play Store and App Store) as well as the introduction of courses with accessibility features that will help persons with disabilities (PWDs). What is the TESDA Online Program (eTESDA)

The TESDA Online Program (TOP) or eTESDA is a free web-based facility for Massive Open Online Courses (MOOCs) launched by the Technical Education and Skills Development Authority (TESDA) in an effort to make free technical-vocational education and training (TVET) more accessible to more Filipinos. The initiative especially brought the agency’s services closer to the people, so they may train, develop, and improve their technical skills at their own pace, at their own time. Through TOP or eTESDA, TESDA aims to contribute to the development of technical-vocational education and human resources in the country without the blockage caused by time constraints and money.

Other than the web app originally designed to host the courses offered under TOP, TESDA also launched the TESDA Online Program (TOP) Mobile App, a mobile phone application downloadable for free through Google Play Store and App Store. The app was meant to enhance the learning experience of busy Filipino learners, allowing them to learn more and improve their skills and employability.

Qualifications  

Anyone with Internet access and a computer or a smartphone may register for the TESDA Online Program (TOP) but typically, TESDA requires their training applicants to at least have any of the following qualifications:

  • At least 18 years old
  • High School Graduate / Senior High School Graduate
  • ALS Passer
  • TechVoc Graduate
  • College Graduate / Undergraduate
  • Industry Worker

Requirements  

Registering for an account in TESDA Online Program (TOP), whether via the web app or the mobile app does not really have specific documentary requirements. But, you will need to have the following before you can complete your registration:

  • Valid and active email address
  • Computer or smartphone (for Android, at least Android 5.1 or better)
  • Stable Internet connection
  • Personal information of the person registering for an account, including:
    • Full name
    • Complete address
    • Gender
    • Civil Status
    • Birthdate
    • Highest Educational Attainment
    • Disability
    • Learner’s classification

You may or may not upload a profile photo depending on your personal preferences.

Registering in TESDA Online Program

There are two different ways to register in the TESDA Online Program (TOP):

  • To do so via the web app (https://e-tesda.gov.ph/) or
  • via the TOP mobile app (available on either Google Play Store or App Store).

Depending on your preferred method, you may follow the registration procedures detailed below:

How to Register via TESDA Online Program Desktop Web App

Step 1: Visit the TESDA Online Program web app via this link: https://e-tesda.gov.ph/.

Step 2: Choose “Create an account” and click the button that says “Click here” under it.

Step 3: Fill out the form with you nominated username and password, as well as the following personal information:

  • Email address
  • First and Last name
  • City/town
  • Country

Step 4: Tick the checkbox to answer the Security question and complete the captcha.

Step 5: Once done, you should see a notification prompting you to check your email to complete your registration. Click “Continue.”

Step 7: After clicking the confirmation link, you will be redirected back to the TOP site with a notice that your registration has been confirmed. Click “Continue.”

Step 9: Once done, you will be redirected back to the dashboard. You may already customize the dashboard and your site preferences, or get yourself enrolled in a class.

How to Register via the TOP Mobile App

As mentioned previously, aside from the desktop app, you can also process eTesda registration using your mobile phone via the TOP mobile app. Please follow the steps below to guide you:

Step 1: Go to either Google Play Store or Apple Store, and run a search for “TESDA Online Program.”

Step 2: Download and install the TOP mobile app by clicking the Install button.

Step 3: Once done, you can tap on the TOP mobile app icon to open the application.

Step 4: Scroll to the bottom of the page and click “Create New Account.”

Step 5: Complete the form with the required information marked with an asterisk (*), then click “Open Security Question.”

Step 6: Tick the checkbox and complete the captcha to verify you are human.

Step 7: You should see a notification telling you to check your email for the verification link. Click “OK.”

Step 9: Once done, you will be redirected to the dashboard via the web app. You will then need to key in your personal information.

Step 10: Agree to the Privacy Disclaimer by choosing “Agree” from the dropdown menu.

Once done, you can already start choosing the courses you want and start with the enrollment procedures.

Important Reminders

  • The TESDA Online Program (TOP) is TESDA’s version of ICT-integrated techVoc teaching and learning.
  • In 2011, TESDA started TOP with the goal of expanding access to TVET through the Internet and eTESDA centers.
  • Enrollees will be given an e-Certificate of Completion after finishing a course. However, only those who enroll and complete courses for full qualifications can undergo competency assessment and receive a National Certificate.
  • Assessment for national certification cannot be done online (yet). 
  • On-site demonstration of competencies is required to prove proficiency and earn National Certificates (NC) for a qualification and Certificate of Competency (COC) for one or cluster of competencies.

3. How much tuition fees do I need to pay to enroll in any of the courses offered under the TOP?

As the TESDA Online Program (TOP) was created to help deliver TESDA services and improve the Filipino workforce, the agency has pulled all the stops and ensured that the Tech-Voc courses offered under the program are given for free. There is no need to pay any tuition fee to access the courses.

4. Can I get a certificate of training after completing the online course via the TOP?

You will get a Certificate of Completion after you have finished the online course and satisfied all the requirements. However, if you are interested in getting the National Certification (NC), you will need to schedule for a face-to-face assessment at any TESDA accredited assessment center or venue.

5. I forgot my password. Can I still retrieve my eTESDA account?

Yes. You can still retrieve your eTESDA account by resetting your password. To do so, simply follow the steps below:

Step 1: From the eTESDA login page (https://e-tesda.gov.ph/login/index.php), click “Forgotten your username or password.”

Step 2: Key in either your username or email address, then click “Search.”

Step 3: You should see a notification telling you to check your email for the password reset link. Click “Continue.”

Step 4: Click the password reset link sent to you via your registered email address.

Step 5: Set a new password and click “Save Changes.”
