Among the regional offices of TESDA across the Philippines is TESDA Region 9, which is situated in Pagadian City, Zamboanga del Sur. You can view and follow its official Facebook page, “Tesda Zamboanga Peninsula.”
As the name says, this office serves the people of the Zamboanga Peninsula Region, providing language courses, technical and vocational training programs, scholarships, and other services.

Cities/Provinces Under TESDA Region 9
The TESDA Region 9 office covers the three provinces that make up the Zamboanga Peninsula: Zamboanga del Norte, Zamboanga del Sur, and Zamboanga Sibugay. This includes the cities of Isabela, Pagadian, and Zamboanga City.
The regional office is located in Pagadian City, Zamboanga del Sur. This city also has a TESDA provincial office, with two other provincial offices based in Dipolog City, Zamboanga del Norte, and Ipil, Zamboanga Sibugay, respectively.
Programs and Services
Similar to other regional offices around the country, TESDA Region 9 offers Technical Vocational Education and Training (TVET) to Filipinos. These programs are delivered through four modalities: community-based, school-based, center-based, and enterprise-based.
Community Based Programs
For people in marginalized and vulnerable sectors, especially those who cannot afford or access formal training programs, TESDA has designed community-based programs. These initiative usually involve the participation of local government units (LGUs), non-government organizations (NGOs), and other stakeholders, as well. The aim is not just to provide training, but also to create livelihood enterprises that will benefit the community in the long run.
School Based Programs
Some of TESDA’s TVET programs are conducted in the agency’s partner schools. These programs include post-secondary courses that do not exceed three years. In Region 9, TESDA’s partner schools include:
- Dipolog School of Fisheries (DSF) in Dipolog City, Zamboanga del Norte; and
- Zamboanga Sibugay Polytechnic Institute (formerly Kabasalan Institute of Technology KIT) in Kabasalan, Zamboanga Sibugay.
Center Based Programs
Aside from schools, many of TESDA’s programs are held in the agency’s training centers. Below is the list of regional and provincial training centers in the Zamboanga Peninsula Region:

Enterprise Based Programs
TESDA offers three main types of enterprise-based programs: Dual Training System, Apprenticeship Program, and Learnership Program. These training programs are typically held in companies or firms.
The Dual Training System, in particular, is conducted in two venues: the school/training center and the company/firm. It offers technology-based training and education to learners.
Meanwhile, the Apprenticeship Program is based on a contract between an employer and apprentice. It usually covers a period of four to six months.
As for the Learnership Program, this covers a period of three months or less; it is an on-the-job training (OJT) type of program.
Language Skills Institutes
For Filipinos who are planning to work abroad, TESDA offers language courses, along with training on workplace communication in their target countries. These courses are carried out through the agency’s Language Skills Institutes (LSIs). Currently, these institutes provide lessons on English, Japanese, Mandarin, Spanish, and Korean.

- TESDA LSI – Dipolog School of Fisheries (DSF) in Zamboanga del Norte; and
- Provincial Training Center in Sindangan, Zamboanga del Norte.

Assessment and Certification
To make sure that trainees are able to perform skills that meet industry standards, TESDA evaluates them through the Philippine TVET Competency Assessment and Certification System (PTCACS).
Competency assessors conduct the evaluation in TESDA-accreddited assessment centers. After passing the evaluation, trainees are given certification and become part of TESDA’s pool of workers for various jobs nationwide: the Registry of Certified Workers.
