The office provides services to people in the Southwestern Tagalog Region, which is composed of five provinces: Occidential Mindoro, Oriental Mindoro, Marinduque, Romblon, and Palawan (a.k.a. TESDA Region 4B covers the Southwestern Tagalog Region or MIMAROPA, which is comprised of Occidental Mindoro, Oriental Mindoro, Marinduque, Romblon, and Palawan. This includes the city of Puerto Princesa in Palawan, and Calapan City, Oriental Mindoro (where the regional office is located).

Programs and Services
TESDA Region 4B offers Technical Vocational Education and Training (TVET) programs, implemented through four modalities: school-based, center-based, enterprise-based, and community-based.
School Based Programs
These programs, which include post-secondary courses not exceeding three years, are conducted through TESDA-administered schools. In Region 4B, the schools that offer TESDA courses are:
- Buyabod School of Arts and Trades (BSAT) in Santa Cruz, Marinduque;
- Puerto Princesa School of Arts and Trades (PPSAT) in Puerto Princesa City, Palawan;
- Alcantara National Trade Schools (ANTS) / Romblon National Institute of Technology (RNIT) in Alcantara, Romblon;
- Simeon Suan Vocational and Technical College (SSVTS) in Bansud, Oriental Mindoro; and
- Torrijos Poblacion School of Arts & Trades (TPSAT) in Torrijos, Marinduque.

Community Based Programs
TESDA’s community-based programs are designed for those who cannot afford and/or are not able to access formal training programs. These programs eventually seek to establish enterprises that will be managed by the trainees themselves. Moreover, these aim to engage the participation of local government units (LGUs), non-government organizations (NGOs), and other partners.
Enterprise Based Programs
As the name implies, these programs are held within enterprises, i.e. companies or firms. These include three main types: Learnership Program, Dual Training System, and Apprenticeship Program.
The Learnership Program is an on-the-job training (OJT) type of program that is typically done for three (3) months or less. The Dual Training System, on the other hand, focuses on technology-based education and training; it is conducted in two venues, at the school or training center, and at the company or firm.
As for the Apprenticeship Program, this is a training and employment program that lasts for four to six (4-6) months. It involves a contract between an employer and his/her apprentice.
Language Skills Institutes
For Filipinos who intend to work abroad, learning the language of their prospective work country could be necessary. For this reason, TESDA operates Language Skills Institutes (LSIs) that provide language courses. Among the courses currently being offered are English, Korean, Mandarin, Spanish, and Japanese.

Assessment and Certification
When learners finish a course, they undergo assessment and certification through the Philippine TVET Competency Assessment and Certification System (PTCACS). Competency assessors conduct evaluation in TESDA’s accredited assessment centers.
After passing evaluation and getting certified, learners become part of TESDA’s Registry of Certified Workers, which is a pool of certified workers for different jobs in the country.
