In a bid to institute integrity and improve its overall efficiency the Technical Education and Skills Development Authority (TESDA) has automated its systems and processes with the new TESDA Biometric-Enabled Scholarship Registration System (BSRS)—an Information and Communications Technology (ICT) web-based system meant to prevent errors and manipulation caused by human intervention within the organization.

According to TESDA, the BSRS is also equipped with facial recognition biometric technology, and will only improve as they continue to fulfill its quest to address equity and access while improving the agency’s digitization in preparation for the Fourth Industrial Revolution. What is TESDA BSRS?
BSRS stands for the Biometric-Enabled Scholarship Registration Management System. It is an Information and Communications Technology (ICT) web-based system that acts as a control measure to regulate the incidence of fraudulent scholarship claims, validate the scholars’ actual attendance, monitor the students’ training progress, manage schedules, and facilitate individual or collective communication by instituting facial recognition biometric technology into the scholarship registration and attendance reporting system.
Not only does it automate and improve the organization’s efficiency, but the BSRS also prevents errors and manipulation caused by human intervention through minimized central encoding. It will also save time and effort for the TESDA Technology Institutions (TTIs) and Technical Vocational Institutions (TVIs), as well as the would-be and existing scholars while also reforming and safeguarding the system.
TESDA BSRS Features
The TESDA BSRS also includes features like:
- Biometrics and Attendance
BSRS introduced a facial recognition biometric technology into the scholarship registration and attendance system in order to design and implement a web-based attendance system for its users.
- Risk Management Module
BSRS also features a risk management framework to assists the organization in aligning its objectives with its major system processes. It features a three-dimensional perspective that considers risks at three levels: strategic, operational, and support processes in proactive risk management, involving:
- planning
- organization
- control
- focus
- Approval System
The BSRS also features an approval system that enables TESDA officials to capture, verify, and evaluate the following request types:
- Registration
- Risk Evaluation
- Submission of Documents
- Enrollment
- Learner’s Change Requests
With the embedded approval system, TESDA may formally approve work processed involving submission of reports, documents, enrollment, registration, or any other process that need of approvals from different levels.
- BSRS Notification
The TESDA BSRS system also features a BSRS Notification. It comes in the form of a Notification icon located at the right top of the Dashboard. The Notification feature provides the user with reminders, communication within the organization, or other timely information from the system by simply tapping on the notification icon to open and view the details of the notification.
In order to use the TESDA BSRS, users—whether it’s the trainers, the students, the TTIs, or the TVIs—must first learn more about the processes involved in the accessing, registration, and enrollment systems via the BSRS.
How to Access BSRS
The TESDA BSRS can be accessed using any personal computer (PC), regardless of operating system. For those who are using Mac- or Linux-based devices or mobile devices like smartphones, they may access the system to its full potential using a modern browser like Chrome, Firefox, Edge, and Safari.
BSRS Registration Procedure
To start using the TESDA BSRS system, users would need to register for an account. To register, you may simply follow the steps below:
For New Scholars/Applicants or Existing Scholars Without an Account
Step 1: On the browser’s address bar, type https://bsrs.tesda.gov.ph.
Step 2: Once you reach the BSRS homepage, choose between New Scholar/Applicant or Existing Scholar Registration (for existing scholar without an account) to register.
Step 3: Completely fill out all the necessary fields.
- For New Scholar Applicant,
- Key in your name, email address, mobile number, and nominated password, then click “Create Account.”
- For Existing Scholar (without a BSRS account)
- Key in the Scholar ULI, last name, and Date of Birth, then click “Submit.”
Step 4: You will see a message telling you to check your verify your email address.
Step 5: Check your email and click the verification link from TESDA to finish creating your account. Once done, you will be redirected to your TESDA account.
Step 6: Once logged in, complete your TESDA Profile with the following information for the 9-step registration.
- Personal Information – You will be required to key in your basic personal information including your permanent mailing address, then click Continue.
- Profile – On the next tab, you will be asked to provide additional personal information.
- Biometrics – Once done with the profile tab, you will need to capture a live photo from your device. Click “Take Biometrics” to start capturing. Once you captured your headshot, select the for the system’s identification and verification. Once your headshot is approved, click “Continue” to proceed to the next tab.
- Educational Attainment – Tick the box that matches the option that applies to you, then click “Continue.”
- Classification – Upon reaching this tab, you will be asked about the socio-economic class of your household. Answer by ticking the box with the option that applies to you, then click “Continue” to proceed.
- Disability Information – On this tab, you will be asked for your disability information. Tick the box with the option that applies to whatever restriction or abilities you have, then click “Continue.”
- Supporting Documents – You will need to upload authentic documents for the assessment of your application.
To do so, you need to follow these steps:
- Choose your preferred Document Type from the drop-down menu. You may provide any of the following:
- UMID
- Transcript of Records
- Birth Certificate
- Diploma
- Others
- Provide a Document Title, and click Choose File.
- This will open a dialog box that allows you to search your device for the document you need, then click Upload.
- The documents uploaded shall appear on the Uploaded Documents section. You may check that you uploaded the correct document by clicking on the eye icon. Click Continue once you confirmed the document.
- Program Selection – In this section, you can check the programs you can enroll in, which can be filtered by Qualification or Location. Click Skip and proceed to the next tab.
- Privacy Disclaimer – Tick the checkbox to agree with TESDA’s Privacy Disclaimer and confirm the truthfulness of the information you have provided.
Note: The system is equipped with an EMS so it saves your current changes or progress in the logged profile automatically in the event of disconnection to network or an inadvertent browser closure.
For those with an Existing BSRS Account
Step 1: On your browser, visit the BSRS website by keying in https://bsrs.tesda.gov.ph on the address bar.
Step 2: Key in your nominated email address and password, then click “Sign in.”
Step 3: Once logged in, key in the OTP sent to you via email, then click “Verify.”
Step 4: Tick the checkbox to agree to the Data Privacy Statement and Cookie Policy of the website, then click “Submit.”
Step 5: You will be directed to your profile and you can start navigating the BSRS.
How to Enroll in a Program in BSRS
Once you have a BSRS account registered, you may enroll to a program via the Scholar Dashboard by following these steps:
Step 1: Visit the TESDA BSRS website or open https://bsrs.tesda.gov.ph.
Step 2: Login using your nominated email address and password then click “Sign in.”.
Step 3: Key in the OTP sent to your email, then click “Verify.”
Step 4: Upon login, in the dashboard, select the third tab “Enrollment Information.”
Step 5: Click “Enroll to a Program” button.
Step 6: Use the filter to search for your desired program.
Step 7: Choose desired program to view details.
Step 8: Click “Register Now” and a dialog box will appear asking you to either proceed with the enrollment or update your profile. Choose “Proceed to Enrollment” to continue with the enrollment procedures.
Step 9: Wait for confirmation.
Step 10: Open “Enrolled Programs” to view enrolled program and wait for enrollment to be confirmed by a school admin.
