TESDA NCR offers scholarships, technical and vocational training, language courses, and other programs to people based in the National Capital Region (hence the acronym, “NCR”). Notably, this region is also known as Metropolitan Manila or simply “Metro Manila.”

Cities/Municipality Under TESDA NCR Region
TESDA NCR covers the 16 highly urbanized cities of the National Capital Region: Caloocan, Las Piñas, Makati, Malabon, Mandaluyong, Manila, Marikina, Muntinlupa, Navotas, Parañaque, Pasay, Pasig, Quezon City, San Juan, Taguig, and Valenzuela. It also includes one independent municipality: Pateros.
The TESDA NCR regional office is situated in Taguig City. In addition, the agency operates district offices in Manila, Marikina, Navotas, Quezon City, and also in Taguig.
Programs and Services
Just in other regions across the Philippines, TESDA NCR provides Technical Vocational Education and Training (TVET) programs through four modalities: center-based, enterprise-based, community-based, and school based.
Center Based Programs
Many of TESDA’s TVET programs are carried out in the agencies regional and district/provincial training centers. In the NCR, the agency’s regional and district training centers can be found in:

District Training Center – (PAMAMARISAN) Pasig, Mandaluyong, Marikina, San Juan in Marikina; and
Quezon City Lingkod Bayan Skils Development Center (QCLBSDC) in Quezon City.
Community Based Programs
For those who usually cannot afford or access formal training programs, TESDA conducts community-based programs that are designed for the poor, marginalized, and vulnerable groups.
Other than providing training, community-based programs involve the creation of enterprises, which will be operated by the trainees themselves. What’s more, these programs also include support from local government units (LGUs), non-government organizations (NGOs), and other stakeholders in the community.
Enterprise Based Programs
Enterprise-based programs are typically held within companies or firms. These include three main types: Dual Training System, Apprenticeship Program, and Learnership Program.
As the term implies, the Dual Training System is carried out in two venues: the school/training center, and the company/firm. This system offers technology-based education and training.
Meanwhile, the Apprenticeship Program is a training and employment program involving an employer and apprentice. Usually, it takes a period of about four to six months.
The Learnership Program, on the other hand, takes around three months of less. This is an on-the-job training (OJT) type of program.
School Based Programs
Aside from training centers, companies/firms, and communities, TESDA’s TVET programs are also available in the agency’s accredited schools. These programs include post-secondary courses that do not exceed three years. Click here for the list of TESDA-accredited schools in Metro Manila.
Language Skills Institutes
In addition to taking up a TVET training program, many TESDA learners enroll in a language course, as well. This applies to those who are applying for jobs in other countries. Language courses are held in TESDA’s Language Skills Institutes (LSIs), which currently offer classes in English, Mandarin, Japanese, Spanish, and Korean.
The LSIs that offer language courses in the NCR are as follows:
TESDA LSI – Lingkod Bayan Skills Development Center, Quezon City; and
National LSI – TESDA Complex, Taguig City.
Korea-Philippines IT Training Centers
There are currently three Korea-Philippines IT Training Centers (KPITTCs) in the country: one in Guiguinto, Bulacan (Region 3); another in Davao City (Region 11), and one in Quezon City (NCR), particularly at the Polytechnic University in Novaliches. Notably, these centers were established as grant-assisted projects from the Government of the Republic of Korea.
TESDA Women’s Center
Located at the TESDA Complex in Taguig City, the TESDA Women’s Center (TWC) was established through a grant from the Government of Japan. As the name says, this center seeks to empower women by providing them with training, entrepreneurship development, programs, and other initiatives.

Assessment and Certification
After finishing a TESDA course, learners undergo evaluation done by the agency’s competency assessors. This system of evaluation is known as the Philippine TVET Competency Assessment and Certification System (PTCACS).
Upon passing the evaluation, learners receive a certificate; they also become part of TESDA’s Registry of Certified Workers. This is basically a pool of certified workers who are eligible for work in various jobs, both inside and even outside the country.
